He attended St Mary's College Port of Spain, then attended the University of the West Indies.

He gained a Legal Education Certificate at the Hugh Wooding Law School.

He was a Senior Member of the Law Association of Trinidad and Tobago.

He was elected to represent the constituency of Ortoire/Mayaro.

He served as an Opposition Senator from 12th January 1987 to 9th September 1990.

He served as the Attorney General and Minister of Legal Affairs from 13th January 1992 to 6th October 1995.
