Born on the 9th August 1924 Tobago
Died in 1985 Canada
He attended Bishop's High School in Tobago.
At Inns of Court in London, England he studied Law.
He returned to Trinidad and Tobago and was called to the bar in 1960.
He was elected a Member of Parliament for Tobago West in 1961 and served as Parliamentary Secretary.
From 1963 to 1966 he served as Deputy Speaker of the House.
He represented Tobagonians while serving as the Parliamentary Secretary for Tobago Affairs and the Minister of State for Tobago Affairs.
He was appointed High Commissioner to Canada and to Barbados.
He was appointed Minister of National Security from 1971 to 1973.
Served as Minister of Legal Affairs and Attorney General from 1973 to 1976.
He died in Canada in 1985 at the age of 61.
